  1. Marinate the chicken: In a bowl, combine chicken pieces with soy sauce, vinegar, minced garlic, and peppercorns. Let it marinate for at least 30 minutes or overnight in the refrigerator.
  2. Heat the oil: In a large pan or pot, heat cooking oil over medium-high heat.
  3. Sauté aromatics: Add sliced onions and cook until translucent, about 3-4 minutes.
  4. Brown the chicken: Remove chicken from marinade (reserve the marinade) and brown the pieces on all sides, about 5-7 minutes total.
  5. Add marinade: Pour the reserved marinade over the chicken and add bay leaves.
  6. Add water: Pour in water and bring the mixture to a boil.
  7. Simmer: Reduce heat to low, cover, and simmer for 30-40 minutes until chicken is tender and cooked through.
  8. Adjust seasoning: Add brown sugar if desired for a slightly sweet flavor. Taste and adjust seasoning as needed.
  9. Reduce sauce: If you prefer a thicker sauce, remove the lid and simmer for an additional 10-15 minutes to reduce the liquid.
  10. Serve: Remove bay leaves and serve hot over steamed rice. Garnish with chopped green onions if desired.
